High Representative Christian Schmidt has enacted a decision addressing issues arising from the failure to adopt the 2025 state budget, the extension of temporary financing, and the expiration of key deadlines for preparations for the 2026 General Elections.<\/p>\n
The High Representative\u2019s decision does not replace the adoption of the 2025 budget, which remains the responsibility of Bosnia and Herzegovina\u2019s institutions. However, it removes political and legal obstacles in areas where the Ministry of Finance and Treasury and the Council of Ministers have failed to make any meaningful progress\u2014specifically by resolving the allocation of profits from the Central Bank of Bosnia and Herzegovina.<\/p>\n
Through this decision, the funds necessary for the Central Election Commission to procure essential election technologies will be made available from the Central Bank\u2019s profits, which are no longer blocked as a result of this decision. This will significantly enhance the integrity and transparency of the 2026 General Elections. These funds were originally intended to be included in the 2025 state budget.<\/p>\n
