{"id":20611,"date":"2025-12-31T11:03:09","date_gmt":"2025-12-31T10:03:09","guid":{"rendered":"https:\/\/podlupom.org\/uncategorized\/pod-lupom-irregularities-indicate-systemic-abuses\/"},"modified":"2025-12-31T11:03:09","modified_gmt":"2025-12-31T10:03:09","slug":"pod-lupom-irregularities-indicate-systemic-abuses","status":"publish","type":"post","link":"https:\/\/podlupom.org\/en\/press\/news\/pod-lupom-irregularities-indicate-systemic-abuses\/","title":{"rendered":"POD LUPOM: Irregularities indicate systemic abuses"},"content":{"rendered":"<div>The Central Election Commission of Bosnia and Herzegovina (CEC BiH) on 24.12.2025 adopted a Decision annulling the early elections for the President of Republika Srpska<strong> at 136 polling stations in 17 municipalities and cities.<\/strong> <strong>The Court of BiH rejected the appeals,<\/strong> thereby confirming the CEC decision. According to the Election Law of BiH, the CEC announces repeated elections, as a rule, within 15 days from the date the decision on annulment becomes final.<br data-start=\"564\" data-end=\"567\" \/><strong>Established election irregularities: Doboj and Zvornik as \u201ctraditional\u201d centers of election fraud<\/strong><br data-start=\"664\" data-end=\"667\" \/>Analysis of data from polling stations where elections were annulled shows several indicators pointing to serious irregularities, with <strong>Doboj and Zvornik<\/strong> standing out as areas where numerous problems were recorded.<\/div>\n<div><strong>Election irregularities identified: Doboj and Zvornik as \u201ctraditional\u201d electoral centers<\/strong><\/div>\n<div>The analysis of data on polling places where the polling stations are canceled shows more indicators that point to serious irregularities, especially in <strong>Doboj and Zvornik<\/strong>, where many problems are recorded.<\/div>\n<div>\n<div><strong>1) Differences in results after recount<\/strong><\/div>\n<ul>\n<li>Repeated counting was successful i<strong>n 110 of the 136<\/strong> polling stations where the elections were annulled.<\/li>\n<li>At <strong>60 polling stations<\/strong> discrepancies were found between the results from the polling stations and the results after the recount.<\/li>\n<li>At least <strong>787 votes<\/strong> are disputed which were \u201cwrongfully\u201d allocated or reduced for candidates.<\/li>\n<li>Candidate Sini\u0161a Karan was unlawfully given at least <strong>447 votes<\/strong>, while candidate Branko Blanu\u0161a was unlawfully deprived of at least <strong>260 votes<\/strong>; combined, at those <strong>60 polling stations at least 707 votes were stolen in favor of candidate Sini\u0161a Karan.<\/strong><\/li>\n<\/ul>\n<p><strong>2) Abnormal turnout and suspicion of identity misuse<\/strong><\/p>\n<ul>\n<li>Above-average, two-thirds turnout was recorded at <strong>6 polling stations<\/strong>, with extreme values such as <strong>91.3% and 80.1% at certain polling stations in Doboj, as well as 83% in Lopare and 72.5% in Lakta\u0161i.<\/strong><\/li>\n<li>Abnormal turnout with statistically significant deviations raises suspicion that identity misuse occurred, i.e. voting on behalf of other persons and adding votes on unused ballots.<\/li>\n<li>CEC previously announced that at these polling stations 9<strong>08 persons<\/strong> voted without valid identification documents, and handwriting expertise determined forgery of voter signatures <strong>at 107 polling stations.<\/strong><\/li>\n<\/ul>\n<p><strong>3) Extremely high support for one candidate<\/strong><\/p>\n<ul>\n<li>At <strong>43 out of 136 polling stations<\/strong> one candidate won more than <strong>75%<\/strong> of the votes of those who turned out (in all cases this refers to<strong> Sini\u0161a Karan<\/strong>).<\/li>\n<li>Particularly notable are polling stations with r<strong>esults above 90%,<\/strong> including values <strong>up to 97.9% in Zvornik and 97.4% in Doboj.<\/strong><\/li>\n<li>Above-average number of votes for one candidate, especially in extreme values combined with abnormal turnout, indicates unlawful allocation of votes to one candidate, i.e. vote theft.<\/li>\n<\/ul>\n<p><strong>4) Unusually high share of invalid ballots at certain polling stations<\/strong><\/p>\n<ul>\n<li>Although the total percentage of invalid ballots in these elections was historically low (1.7%), at certain polling stations major deviations were recorded \u2013<strong> for example up to 18.7% in Doboj and up to 13.9% in Zvornik.<\/strong><\/li>\n<li>Such spikes may indicate deliberate invalidation of valid votes for political opponents.<\/li>\n<\/ul>\n<p><strong>About the polling stations where elections were annulled: 84,249 voters have the right to vote<\/strong><\/p>\n<p>Repeated elections are conducted based on the same candidate lists and the same extracts from the Central Voters\u2019 Register used in the annulled elections. In the annulled elections at 136 polling stations, a total of 84,249 voters had the right to vote, while 38,992 of them \u201cvoted\u201d (turnout was 46.3%).<br data-start=\"3464\" data-end=\"3467\" \/>The results from these polling stations showed that candidate Sini\u0161a Karan (SNSD) had 26,700 votes (70%), candidate Branko Blanu\u0161a (SDS) 11,130 votes (29.2%), while all remaining candidates together had 339 votes. 823 ballots were declared invalid. The difference between the two leading candidates at the polling stations where elections were annulled was 15,570 votes.<\/p>\n<p><strong>Why is all this important?<\/strong><\/p>\n<p>The data indicate that the annulment of the elections is not an isolated incident, but a sign of serious weaknesses in protecting the integrity of elections and the votes of citizen-voters. It is necessary to ensure that the repeated elections are accompanied by strengthened oversight, sanctioning of those responsible, and measures preventing the recurrence of irregularities \u2013 from proper voter identification and work of polling station committees, to transparency of vote counting and result processing.
