Preliminary observation data indicate a repetition of irregularities previously documented in past electoral cycles, alongside new isolated incidents that may compromise the integrity of the vote at certain polling stations.

Direct observations by Pod Lupom monitors confirm serious forms of electoral irregularities, including unlawful pressures on voters, attempts to influence votes for specific candidates, organized transportation of voters, indications of politically affiliated polling station presidents, as well as irregularities related to assistance provided to voters, which undermine both the secrecy and freedom of the vote.

The updated data as of 15:00 show that recurring electoral irregularities and procedural shortcomings continue at the following levels: family voting at 47.9% of polling stations, voters turned away due to absence from the Central Voter Register extract at 40.8% of polling stations, a single individual assisting multiple voters in the voting booth at 23.5% of polling stations, and voters receiving assistance without evidence of necessity at 20.4% of polling stations.

Observers recorded concerns regarding the conduct of polling station boards at 15 polling stations.

During the day, information has circulated publicly about attempts to influence voters, vote buying, parallel record-keeping of voter turnout, and attacks on election observers in certain local communities. Pod Lupom emphasizes that its monitors, in accordance with a clearly defined methodology, do not leave the polling stations to which they are assigned, and that these reported cases generally refer to events occurring outside the polling stations themselves. Nevertheless, Pod Lupom actively tracks these reports, records them as secondary-source information, and will act on them following verification of all relevant information and collection of supporting evidence.

Turnout as of 15:00

Pod Lupom is also monitoring voter turnout. Turnout at polling stations observed by Pod Lupom monitors was 38.1% as of 15:00. For comparison, turnout at the previous 2022 General Elections in Republika Srpska was 39% at the same time, and at the Early Elections held on 23 November 2025, turnout was 26%. Based on the 11:00 data, it appears turnout will be roughly comparable to that of the previous General Elections.

Pod Lupom emphasizes that every report of an electoral irregularity contributes to a fairer election process.
