{"id":20865,"date":"2026-04-03T08:30:04","date_gmt":"2026-04-03T06:30:04","guid":{"rendered":"https:\/\/podlupom.org\/?p=20865"},"modified":"2026-04-02T12:17:13","modified_gmt":"2026-04-02T10:17:13","slug":"vehid-sehic-on-the-obstruction-of-electoral-reforms-major-parties-hindering-modernization","status":"publish","type":"post","link":"https:\/\/podlupom.org\/en\/press\/news\/vehid-sehic-on-the-obstruction-of-electoral-reforms-major-parties-hindering-modernization\/","title":{"rendered":"Vehid \u0160ehi\u0107 on the Obstruction of Electoral Reforms: Major Parties Hindering Modernization"},"content":{"rendered":"<p data-start=\"183\" data-end=\"385\">The Coalition for Free and Fair Elections \u201cPod lupom\u201d has released a new episode of its informational and educational podcast <em data-start=\"309\" data-end=\"327\">Election Compass<\/em>, dedicated to electoral reform in Bosnia and Herzegovina.<\/p>\n<p data-start=\"387\" data-end=\"896\">The episode features <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Vehid \u0160ehi\u0107<\/span><\/span>, Chair of the Strategic Committee of the \u201cPod lupom\u201d Coalition, former member and President of the Central Election Commission of Bosnia and Herzegovina (CEC BiH), and a recognized election expert. In conversation with <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Hasan Kamenjakovi\u0107<\/span><\/span>, he reflects on his personal experience and decades-long career to analyze the development of the electoral process, political blockages, and resistance to the introduction of new technologies.<\/p>\n<p data-start=\"898\" data-end=\"1099\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-20862\" src=\"https:\/\/podlupom.org\/wp-content\/uploads\/DSC05837-scaled.jpg\" alt=\"\" width=\"2560\" height=\"1707\" srcset=\"https:\/\/podlupom.org\/wp-content\/uploads\/DSC05837-scaled.jpg 2560w, https:\/\/podlupom.org\/wp-content\/uploads\/DSC05837-300x200.jpg 300w, https:\/\/podlupom.org\/wp-content\/uploads\/DSC05837-1024x683.jpg 1024w, https:\/\/podlupom.org\/wp-content\/uploads\/DSC05837-768x512.jpg 768w, https:\/\/podlupom.org\/wp-content\/uploads\/DSC05837-1536x1024.jpg 1536w, https:\/\/podlupom.org\/wp-content\/uploads\/DSC05837-2048x1365.jpg 2048w, https:\/\/podlupom.org\/wp-content\/uploads\/DSC05837-750x500.jpg 750w, https:\/\/podlupom.org\/wp-content\/uploads\/DSC05837-1140x760.jpg 1140w\" sizes=\"auto, (max-width: 2560px) 100vw, 2560px\" \/>Speaking about the early stages of election administration in Bosnia and Herzegovina, \u0160ehi\u0107 emphasizes that political irresponsibility and the obstruction of electoral reforms are not recent phenomena:<\/p>\n<blockquote data-start=\"1101\" data-end=\"1436\">\n<p data-start=\"1103\" data-end=\"1436\">\u201cThis irresponsibility of those in power, which we still see today, has persisted since 2001. Unfortunately, instead of abandoning such practices and obstruction, they have continued them to this day\u2014blocking certain amendments to the Election Law of BiH, particularly the introduction of new technologies that are highly important.\u201d<\/p>\n<\/blockquote>\n<p data-start=\"1438\" data-end=\"1677\">The episode focuses on why electoral reform has been stalled for years and why key changes have not been implemented. According to \u0160ehi\u0107, the issue should not be framed as a lack of \u201cpolitical will,\u201d but rather as a lack of accountability:<\/p>\n<blockquote data-start=\"1679\" data-end=\"2061\">\n<p data-start=\"1681\" data-end=\"2061\">\u201cThere is no political will. Frankly, I am not interested in political will at all. There is no political accountability\u2014and that is the biggest obstacle to positive developments in building this state as a rule-of-law state. We live in a system where legal certainty is not guaranteed, where citizens are divided into those to whom the law applies and those to whom it does not.\u201d<\/p>\n<\/blockquote>\n<p data-start=\"2063\" data-end=\"2147\">According to him, the prolonged maintenance of the current system is not accidental:<\/p>\n<blockquote data-start=\"2149\" data-end=\"2358\">\n<p data-start=\"2151\" data-end=\"2358\">\u201cThey have turned a non-system into a system. We live in a country where politicians\u2014though not all, as we must not generalize\u2014formally advocate for change, while privately hoping those changes never occur.\u201d<\/p>\n<\/blockquote>\n<p data-start=\"2360\" data-end=\"2536\">The discussion also highlights resistance to the introduction of new technologies in the electoral process. According to \u0160ehi\u0107, the status quo benefits major political parties:<\/p>\n<blockquote data-start=\"2538\" data-end=\"2751\">\n<p data-start=\"2540\" data-end=\"2751\">\u201cLarge parties\u2014not all, but many\u2014benefit from this system without electronic voter identification and scanners, because they have developed strategies to unlawfully secure a higher number of votes in elections.\u201d<\/p>\n<\/blockquote>\n<p data-start=\"2753\" data-end=\"2986\">\u0160ehi\u0107 describes his long-standing discussions with MPs, representatives, and delegates about introducing new technologies as contradictory: although they formally support reforms, these are regularly blocked during official sessions.<\/p>\n<p data-start=\"2988\" data-end=\"3209\">He also points out that many current reforms and initiatives are largely driven by citizens and implemented by the Office of the High Representative (OHR), even though responsibility should lie with domestic institutions.<\/p>\n<p data-start=\"3211\" data-end=\"3414\">\u0160ehi\u0107 notes that politicians often criticize the OHR for decisions related to reforms and law enforcement, but that such criticism mainly serves to divert attention from their own lack of accountability:<\/p>\n<blockquote data-start=\"3416\" data-end=\"3617\">\n<p data-start=\"3418\" data-end=\"3617\">\u201cWhat is absolutely unacceptable is that politicians very often attack the High Representative. What is hypocritical is that they criticize him for doing the job they themselves were supposed to do.\u201d<\/p>\n<\/blockquote>\n<p data-start=\"3619\" data-end=\"3738\">At the end of the episode, \u0160ehi\u0107 stresses that without more active civic engagement, there can be no meaningful reform:<\/p>\n<blockquote data-start=\"3740\" data-end=\"4018\">\n<p data-start=\"3742\" data-end=\"4018\">\u201cI once again appeal to the citizens of Bosnia and Herzegovina\u2014voters in particular\u2014to finally start voting for themselves and their future.
