electoral irregularities"},"content":{"rendered":"<ul style=\"text-align: justify;\">\n<li>Carry or display weapons at political meetings, Polling Stations and the surrounding area, or during any gatherings related to the activities of political parties, coalitions, lists of independent candidates and independent candidates in the election process;<\/li>\n<li>Disturb gatherings of other political parties or entities, with the threat and display of weapons, or in any other way, or incite others to conduct such activities;<\/li>\n<li>Promise any financial reward with the purpose of obtaining the support of voters, or to threaten supporters of other political entities;<\/li>\n<li>Encourage the person to vote who has no voice;<\/li>\n<li>Encourage people to vote more than once in the same election, or to vote on behalf of another person;<\/li>\n<li>Hindering journalists from carrying out their work in accordance with the rules of the profession and the election rules;<\/li>\n<li>Use language that someone could provoke or incite violence or spread hatred, or to publish or use pictures, symbols, audio and video clips, text messages, Internet communication or other forms of communication that could have such effect;&nbsp;False representation on behalf of any political entity;<\/li>\n<li>Use national and international means of communication to influence voters.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Political parties, coalitions,&nbsp;lists of independent&nbsp;candidates and independent candidates&nbsp;and&nbsp;the candidates&nbsp;on the lists&nbsp;of national minorities&nbsp;during the&nbsp;election silence,&nbsp;which begins&nbsp;24 hours before the&nbsp;opening of polling stations&nbsp;and&nbsp;until they close,&nbsp;it is forbidden to&nbsp;participate&nbsp;in&nbsp;public political activity.&nbsp;These&nbsp;activities&nbsp;include,&nbsp;but&nbsp;are not limited to&nbsp;the following:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Holding meetings&nbsp;for the purpose of&nbsp;election campaigning;<\/li>\n<li>Exhibiting at the&nbsp;Polling Station and the&nbsp;surrounding area, any&nbsp;kind of materials&nbsp;for the purpose&nbsp;of influencing voters;<\/li>\n<li>Using&nbsp;national and international&nbsp;means of communication&nbsp;*&nbsp;with&nbsp;the aim of influencing&nbsp;voters;&nbsp;&nbsp;<\/li>\n<li>Using&nbsp;megaphones or&nbsp;other public address&nbsp;systems for the purpose&nbsp;of influencing voters;&nbsp;and&nbsp;any activity&nbsp;that interferes with or&nbsp;obstructs the election&nbsp;process.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">*<em>&nbsp;By&nbsp;means of communication&nbsp;include&nbsp;the&nbsp;means by which&nbsp;it can deliver&nbsp;audio,&nbsp;video&nbsp;or&nbsp;text content.&nbsp;Such&nbsp;agents include, but&nbsp;are not limited to&nbsp;radio&nbsp;and television broadcasting,&nbsp;print media,&nbsp;internet,&nbsp;SMS&nbsp;messages&nbsp;or&nbsp;video&nbsp;messages delivered via mobile phones&nbsp;etc.<\/em><\/p>\n<p style=\"text-align: justify;\">Polling stations&nbsp;can not be&nbsp;located within religious facilities,&nbsp;government bodies buildings,&nbsp;a building that&nbsp;is&nbsp;owned by&nbsp;a political party&nbsp;or&nbsp;of the headquarters of&nbsp;political parties,&nbsp;a building that&nbsp;was&nbsp;used as a place&nbsp;of torture or abuse&nbsp;and whereabouts&nbsp;serve&nbsp;or&nbsp;consume alcohol.<\/p>\n<p style=\"text-align: justify;\"><strong>At the&nbsp;polling station&nbsp;is not allowed:<\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li>The presence of&nbsp;more than one person&nbsp;in a voting booth&nbsp;because it violates&nbsp;the secrecy of&nbsp;vote (exceptions&nbsp;can be made&nbsp;only&nbsp;in special cases,&nbsp;at the request of&nbsp;voters&nbsp;who require assistance,&nbsp;eg,&nbsp;disabled&nbsp;or illiterate voters);<\/li>\n<li>Voting&nbsp;outside the&nbsp;voting booth&nbsp;because it violates&nbsp;the secrecy of&nbsp;voting;<\/li>\n<li>Group voting,&nbsp;voting together by&nbsp;family members,&nbsp;open voting, or&nbsp;unlawful voting by&nbsp;MPs&nbsp;as&nbsp;a violation of&nbsp;the principle of&nbsp;voting by secret ballot;<\/li>\n<li>None&nbsp;polling station&nbsp;should not&nbsp;have such a&nbsp;small number&nbsp;of voters&nbsp;to&nbsp;publish&nbsp;the results might compromise&nbsp;the secrecy of&nbsp;the ballots&nbsp;(this&nbsp;can sometimes be a&nbsp;problem with&nbsp;voting in&nbsp;military units,&nbsp;prisons, or&nbsp;embassies abroad).<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>For the duration of&nbsp;the electoral&nbsp;campaign&nbsp;and&nbsp;the election&nbsp;is not allowed:<\/strong><\/p>\n<ul>\n<li style=\"text-align: justify;\">Violence and intimidation;<\/li>\n<li style=\"text-align: justify;\">Detentions of candidates or activists;<\/li>\n<li style=\"text-align: justify;\">Obstruction or ban gatherings or rallies during the campaign, including the denial of the permit;<\/li>\n<li style=\"text-align: justify;\">Exclusion of women or minority groups from the political process;<\/li>\n<li style=\"text-align: justify;\">Systematic efforts to remove or deface campaign posters;<\/li>\n<li style=\"text-align: justify;\">Planting campaign material for which it is not known to whom it belongs;<\/li>\n<li style=\"text-align: justify;\">Unequal treatment of parties or candidates to the media;<\/li>\n<li style=\"text-align: justify;\">Defamation of candidates or distortion of candidate messages by the media;<\/li>\n<li style=\"text-align: justify;\">Intimidation or harassment of the media;<\/li>\n<li style=\"text-align: justify;\">The arrest and harassment of journalists;<\/li>\n<li style=\"text-align: justify;\">Manipulation of paper and ink, and unreasonably high prices for advertising;<\/li>\n<li style=\"text-align: justify;\">Free broadcast time determined only in times of low viewership;<\/li>\n<li style=\"text-align: justify;\">Ineffective media regulators and who do not take appropriate action;<\/li>\n<li style=\"text-align: justify;\">If you use hate speech or speech that advocates violence and is introduced into the campaign, such rhetoric should be censured and the perpetrators held accountable;<\/li>\n<li style=\"text-align: justify;\">The&nbsp;Central Electoral Commission shall prohibit highlighting, printing and distribution of advertisements, posters of women or men who are in a stereotypical and insulting or humiliating way and order that such materials are removed;<\/li>\n<li style=\"text-align: justify;\">The&nbsp;competent authorities shall not allow any political party matter, coalitions, lists of independent candidates and independent candidates to display notices, placards and posters, or to place their names or slogans related to the election campaign in or on the buildings which house the authorities to&nbsp;all levels, public enterprises, public institutions and local communities, the religious buildings, public roads and public areas, except in places designated for billing and advertising.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Candidates and supporters of political parties, independent candidates, lists of members of national minorities and coalitions as well as independent candidates and their supporters, and or otherwise engaged in election administration is not
