The Coalition “Pod lupom” has published the key findings of its observation of Election Day up to 12:00 PM for the Repeat Early Elections for the President of Republika Srpska. Based on reports submitted by its observers, deployed to nearly one hundred polling stations where voting is being repeated, significant insights have been recorded regarding the voting process, voter turnout, and the occurrence of electoral irregularities, including the recurrence of issues observed in previous election cycles.
Among the more serious forms of electoral irregularities, indications have been identified that chairpersons of polling station committees are affiliated with political parties, as previously reported by the Coalition “Pod lupom” at its first press conference. At least one polling station recorded organized transportation of voters to polling stations, as well as unlawful pressure on voters in the form of persuasion to vote for a specific candidate.
Electoral irregularities and procedural shortcomings that have traditionally recurred and were also recorded during the Repeat Early Elections include family voting, observed at 38.8% of polling stations, and the turning away of voters because they were not listed on the extract from the Central Voter Register at 25.5% of polling stations.
At 18.4% of polling stations, voters who used assistance from another person when voting did not provide evidence that such assistance was genuinely required. Observers also recorded that at 16.3% of polling stations, one individual provided assistance to multiple voters inside the voting booth.
At ten polling stations, observers submitted objections regarding the work of polling station committees. At two polling stations, the secrecy of the vote was compromised, while at one polling station observers were unable to monitor the voting process without obstruction, and voting without verification of identification documents was recorded.
Voter Turnout by 11:00 AM
The Coalition “Pod lupom” is also monitoring voter turnout data. The recorded turnout at the Repeat Early Elections at polling stations observed by the Coalition up to 11:00 AM was 17.5%. For comparison, voter turnout at the General Elections held in 2022 in Republika Srpska by 11:00 AM was 17%, while at the Early Elections held on 23 November 2025, turnout was only 9.7%. This represents a higher turnout compared to the Early Elections and is nearly equal to turnout recorded during the previous General Elections.
It is also worth noting that at 15 observed polling stations, an average turnout of over 25% was recorded, including one polling station where 267 voters cast their ballots within a 240-minute period (more than one voter per minute).
The Coalition “Pod lupom” has called on citizens to report any electoral irregularities they observe via the toll-free hotline 080 05 05 05 or through the Coalition’s social media channels.
The next press release on the voting process, turnout up to 3:00 PM, and electoral irregularities recorded by 3:00 PM will be published at 4:00 PM on the website www.podlupom.org. The next press conference will be held at 9:30 PM at the premises of the Coalition “Pod lupom” in Sarajevo, where information on the voting process, the closing of polling stations, turnout up to 7:00 PM, vote counting, electoral irregularities, and preliminary results of the election for the President of Republika Srpska will be presented.
