Access to the polling stations was not enabled for 1% because of the accreditations problems and insufficient communication between certain Local Election Commissions and the Central Election Commission). Coalition is working with the Central and Local Election Commissions to resolve these problems.
Preparations for the opening of the polling stations were mostly made in the accordance with regulations. All the members of the polling station committees were present at 85% polling stations.
At 1% of the polling stations, the ballot papers were not manually counted, and at the 6% of the polling stations some of the polling material was missing. At the 99% of the polling stations, the ballot box was showed to be empty before the opening of polling stations.
Total of 81% of polling stations were opened at 7 a.m., while 17% were opened by 7:15 a.m., and between 7:15 a.m. and 8 a.m. only 2%. Two polling stations were not opened by 8 a.m. (the polling station in the Municipality of East Ilidža Sarajevo and in the Municipality of Stolac polling station number 176A010 was not opened even until 9 a.m.). The reason for which the polling station in Stolac wasn’t opened is that the excerpt from the Central Voters Register was missing.
Based on these results Coalition „Pod lupom“ concludes that the Election Day began in line with the BiH Election Law and regulations.
We remind that Local elections are being observed by 2500 civil, non-partisan observers of the Coalition „Pod lupom“ at over 2500 polling stations, 142 Local Election Commissions and that the Coalition has 60 mobile teams across the country. The data from the field are received by the Coalition’s „Pod lupom“ Call centre, while the reporting is done in real time. The first press conference will be held at 11 a.m., after which we will publish press release.
