The Coalition “Pod Lupom” has sent a letter to the FBiH Ministry of Health pointing out the importance and public interest of allowing freedom of movement for active election process participants such as election administration, accredited domestic and international observers and media in performing their regular duties, distributing the election material and conducting their activities at the Main Vote Counting Center on Election night and in the days that follow.
The FBiH Ministry of Health has in response to the letter sent an Instruction the cantonal ministries of Interior in the FBIH indicating that all active participants of the election process i.e., representatives of the election administration at all levels, accredited domestic and international observes and media are exempt from the movement restriction measure in order to ensure unhindered performance of their duties and obligations.
The Order issued by the Crisis Headquarters of the FBiH Ministry of Health on November 10, 2020 restricting the movement of the population in the Federation of BiH from 11 p.m. to 5 a.m. would seriously impede the election observation effort and the work of the election administration on election night, as well as the media reporting on the election process.
The Coalition “Pod Lupom”says that the movement restrictions may have negative impact on the election process, primarily in the segments concerning organization, control and transparency, and that the Coalition’s mission may be seriously impeded by the restriction that directly interferes with election observers’ rights guaranteed by law.
