The Coalition for Free and Fair Elections “Pod lupom” publishes the findings of the observation of the voting process of the 2023 Early Elections by 2:30 p.m., as well as registered election irregularities.
An open persuasion to vote for a certain political subject was registered at two polling stations (one in Bratunac (104B003) and one in Srebrenik (049A004). The Coalition’s observers reported that at two polling stations in Bihać (003A049 and 003A047) some voters photographed their ballots.
Up to ten cases of sending voters away from a polling station for not being on the excerpt from the Central Voter Register were registered at 31% of polling stations, while more than 10 cases of this irregularity were registered only at one polling station in Bihać (003A013). Observers of the Coalition “Pod lupom” recorded up to ten cases of family voting at 21.5% of polling stations.
The new third-person assistance procedure was not complied with at 23 polling stations.
Up to 10 cases where voters’ name and surname being read aloud during identification were registered at 45 polling stations, while more than 10 cases of this irregularity were recorded at five polling stations, three in Srebrenik (049A055, 049A016 and 049A009) and one each in Bihać ( 003A062B) and Vogošća (135A044).
Up to ten cases where the same person twice or more times provided voting assistance to physically disabled, blind or illiterate voters were registered at six polling stations. Three cases were recorded in Bihać (003A004, 003A024 and 003A050), two in Srebrenik (049A004 and 049A010) and one in Bratunac (104B012).
Up to 10 cases of voting without valid identification documents were recorded at one polling station in Bratunac (104B020). Also, at one polling station in Bihać (003A034), the member of the polling station in charge of handing over ballot papers did not leave an imprint of the stamp and sign front sides of each ballot below the text reading “Voting Instruction” in the lower left corner stamp.
Coalition’s observers were able to monitor the election process at 99% of the polling stations, and filed objections at 11 polling stations.
The Coalition “Pod lupom” also monitors voter turnout. Registered turnout in the 2023 Early Elections by 2:30 p.m. is as follows: BIHAĆ 22.3% (with a margin of statistical error of +/- 1.23% on an interval of .95 percent accuracy); BRATUNAC 34.8% (with a margin of statistical error of +/- 2.36% on an interval of .95 percent accuracy); SREBRENIK 23.8% (with a margin of statistical error of +/- 1.74% on an interval of .95 percent accuracy); TUZLA 17.1% (with a margin of statistical error of +/- 0.98% on the interval of .95 percent accuracy) and VOGOŠĆA 21.2% (with a margin of statistical error of +/- 1.14% on the interval of .95 percent accuracy).
The Coalition “Pod Lupom” calls on all citizens to contact the Coalition and report all observed irregularities either via the toll-free number 080 05 05 05, using the form ‘Prijavi izbornu nepravilnost’ (Report election irregularity) on the webpage www.podlupom.org or via social media networks.
