    The electoral irregularities

    Candidates and supporters of political parties, independent candidates, lists of members of national minorities and coalitions as well as independent candidates and their supporters, and or otherwise engaged in election administration is not allowed:

    • Carry or display weapons at political meetings, Polling Stations and the surrounding area, or during any gatherings related to the activities of political parties, coalitions, lists of independent candidates and independent candidates in the election process;
    • Disturb gatherings of other political parties or entities, with the threat and display of weapons, or in any other way, or incite others to conduct such activities;
    • Promise any financial reward with the purpose of obtaining the support of voters, or to threaten supporters of other political entities;
    • Encourage the person to vote who has no voice;
    • Encourage people to vote more than once in the same election, or to vote on behalf of another person;
    • Hindering journalists from carrying out their work in accordance with the rules of the profession and the election rules;
    • Use language that someone could provoke or incite violence or spread hatred, or to publish or use pictures, symbols, audio and video clips, text messages, Internet communication or other forms of communication that could have such effect; False representation on behalf of any political entity;
    • Use national and international means of communication to influence voters.

    Political parties, coalitions, lists of independent candidates and independent candidates and the candidates on the lists of national minorities during the election silence, which begins 24 hours before the opening of polling stations and until they close, it is forbidden to participate in public political activity. These activities include, but are not limited to the following:

    • Holding meetings for the purpose of election campaigning;
    • Exhibiting at the Polling Station and the surrounding area, any kind of materials for the purpose of influencing voters;
    • Using national and international means of communication * with the aim of influencing voters;  
    • Using megaphones or other public address systems for the purpose of influencing voters; and any activity that interferes with or obstructs the election process.

    * By means of communication include the means by which it can deliver audio, video or text content. Such agents include, but are not limited to radio and television broadcasting, print media, internet, SMS messages or video messages delivered via mobile phones etc.

    Polling stations can not be located within religious facilities, government bodies buildings, a building that is owned by a political party or of the headquarters of political parties, a building that was used as a place of torture or abuse and whereabouts serve or consume alcohol.

    At the polling station is not allowed:

    • The presence of more than one person in a voting booth because it violates the secrecy of vote (exceptions can be made only in special cases, at the request of voters who require assistance, eg, disabled or illiterate voters);
    • Voting outside the voting booth because it violates the secrecy of voting;
    • Group voting, voting together by family members, open voting, or unlawful voting by MPs as a violation of the principle of voting by secret ballot;
    • None polling station should not have such a small number of voters to publish the results might compromise the secrecy of the ballots (this can sometimes be a problem with voting in military units, prisons, or embassies abroad).

    For the duration of the electoral campaign and the election is not allowed:

    • Violence and intimidation;
    • Detentions of candidates or activists;
    • Obstruction or ban gatherings or rallies during the campaign, including the denial of the permit;
    • Exclusion of women or minority groups from the political process;
    • Systematic efforts to remove or deface campaign posters;
    • Planting campaign material for which it is not known to whom it belongs;
    • Unequal treatment of parties or candidates to the media;
    • Defamation of candidates or distortion of candidate messages by the media;
    • Intimidation or harassment of the media;
    • The arrest and harassment of journalists;
    • Manipulation of paper and ink, and unreasonably high prices for advertising;
    • Free broadcast time determined only in times of low viewership;
    • Ineffective media regulators and who do not take appropriate action;
    • If you use hate speech or speech that advocates violence and is introduced into the campaign, such rhetoric should be censured and the perpetrators held accountable;
    • The Central Electoral Commission shall prohibit highlighting, printing and distribution of advertisements, posters of women or men who are in a stereotypical and insulting or humiliating way and order that such materials are removed;
    • The competent authorities shall not allow any political party matter, coalitions, lists of independent candidates and independent candidates to display notices, placards and posters, or to place their names or slogans related to the election campaign in or on the buildings which house the authorities to all levels, public enterprises, public institutions and local communities, the religious buildings, public roads and public areas, except in places designated for billing and advertising.
