The “Pod lupom” Coalition for Free and Fair Elections reported the Alliance of Independent Social Democrats – SNSD – Milorad Dodik for premature campaigning.
A video address by Savo Minić regarding completed and planned activities was published on the official Facebook page of the political entity SNSD (SNSD Bijeljina), accompanied by the description: “A decade-long problem, Seven local communities, Countless formal requests by residents submitted to the city administration. An invitation sent to the City Administration to attend today’s meeting – responses, studies, or local government plans – none! Savo Minić accomplished in a single day what residents had been demanding from the city administration in Bijeljini for years – he took responsibility, involved experts, and set deadlines. This is how serious politics is conducted.”
The Election Law of BiH defines premature campaigning as “any form of campaign activities undertaken by political subjects in the period from the calling of elections until the official start of the election campaign.” Furthermore, the Election Law of BiH defines an election campaign as “actions and procedures… during which a political entity, in a manner prescribed by law, acquaints voters and the public with its programs and candidates for the upcoming elections.”
The Central Election Commission determined that this constituted premature campaigning. It imposed a fine of 9,500 BAM on the political party SNSD, and a fine of 3,000 BAM on candidate Bojan Savić. When determining the amount of the fine, the CIK took into account that SNSD has already been fined 19 times for premature campaigning, whereas candidate Bojan Vasić has not been fined once in this election cycle.
