The “Pod lupom” Coalition has published its main election-day observation findings up to 12:00 p.m., based on reports from its observers deployed across the country.
One of the most positive findings is that, by 11:00 a.m., almost all polling stations where “Pod lupom” Coalition observers were present continued to use voter identification and authentication devices (99.4%) and ballot scanners (99.9%). Only a few polling stations were exceptions.
Nevertheless, technical problems and interruptions in the operation of voter identification devices were reported at 9.8% of polling stations, while technical problems and interruptions in the operation of ballot scanners were reported at 16% of polling stations.
At 0.5% of polling stations, more than 10 cases of voting without fingerprint scanning were recorded.
An electoral irregularity that has traditionally been repeated from one election cycle to another is family voting, which was recorded at 37.9% of polling stations across the country (up to 25 cases). In addition, at 12% of polling stations, the same person provided assistance to multiple voters, while at 24.1% of polling stations, voters requiring assistance did not have the required confirmation. A positive finding is that, at 6.7% of polling stations, the voter identification device prevented irregular provision of assistance.
By 12:00 p.m., a total of 61 serious violations of electoral rules had been recorded. By frequency, these included: preventing or obstructing the observation of the electoral process (17), problems related to the new technologies (15), problems with election materials (11), breaches of the secrecy of the ballot (6), failure to display the list of polling board members (5), irregularities during the voting process (5), and other types of electoral irregularities (17).
Voter Turnout by 11:00 a.m.
The “Pod lupom” Coalition is also monitoring voter turnout. Voter turnout in the 2026 General Elections recorded by 11:00 a.m. was 12.9%, with a statistical margin of error of +/- 0.58% at a 95% confidence level. Voter turnout in the 2022 General Elections by 11:00 a.m. was 15%.
The “Pod lupom” Coalition calls on citizens to report any electoral irregularities they witness via the toll-free number 080 05 05 05 or through the online form at neregularnosti.podlupom.org. Electoral irregularities can also be reported anonymously.
The next press conference on the voting process, voter turnout and electoral irregularities recorded up to 3:00 p.m. will be held at 4:30 p.m. at the Hotel Holiday in Sarajevo.
