The Coalition presented the analysis of certain technical aspects of the election in the 39 member states of the OSCE. Key findings indicate that of the 39 countries surveyed in 29 of them there is no more optional race on the same day which significantly facilitates the preparation and holding of the elections. 33 countries use only paper ballots, while 6 countries, in addition to paper ballots, provides electronic voting or voting by voting machines. The sequence of political subjects on the ballot papers marked by a number in the 17 states, alphabetically in 5, while in others a combination of determining the order due to the lottery position. 8 out of 39 countries indicates ballots with serial numbers, and 4 watermark.
After the analyzes was presented in the round table, the discussion begin on irregularities during the electoral process in Bosnia and Herzegovina, and on finding solutions for its improvement. Branko Petrić, a member of the CEC of BiH, said that there is a space for technical improvement of the electoral process, but there is no financial support from the state authorities.
Lazar Prodanović from SNSD, said that technical improvements can restore confidence and trust from citizens in the electoral process. Prodanović particularly pointed out that serious consideration should be given to the possibility of introducing transparent ballot boxes, as well as measures to prevent the manipulation of open lists.
Vehid Šehić, president of the Strategic Committee of the Coalition – Pod lupom pointed out that it is urgent to change the Election Law of Bosnia and Herzegovina, so there is a enough time for Central Election Commission for harmonization of bylaws and adequate preparation for the upcoming local elections.
This Round Table is one of the three events that are a continuation of activities to improve the electoral legislation in BiH. The analyzes, which were presented at the round tables should serve legislators in making amendments to the Election Law. Coalition ” Pod lupom ” announced that there will be held a conference of named ” One year after the elections, ” which will be organized on October 12 this year.
