The Coalition for Free and Fair Elections “Pod lupom” reported Volja naroda Srpske – Dr Vlado Đajić at the end of June for conducting a premature campaign.
On the official Facebook page of Dr. Vlado Đajić, on June 17, 2026, a video was published from a press conference where Dr. Vlado Đajić presented some of his previous political activities, which included visits to towns and municipalities in Republika Srpska. He also outlined some upcoming steps and delivered political messages related to the upcoming 2026 elections.
In the disputed video, the leader of Volja naroda Srpske, Dr. Vlado Đajić, stated that the people “particularly liked our idea that medicines for pensioners must be free and that the healthcare system must be organized both in local health centers and in regional hospitals”. He then emphasized: “These suggestions are a primer and a platform for me and my further work”.
Speaking about electoral lists, Đajić said that the political entity he leads would have lists in all electoral units, and that within six days they had collected 7,800 signatures.
The Election Law of Bosnia and Herzegovina defines premature campaigning as “any form of campaign activity undertaken by political entities in the period from the announcement of elections until the official start of the election campaign”. It also defines the election campaign as “actions and procedures… during which a political entity, in a legally prescribed manner, informs voters and the public about its programs and candidates for the upcoming elections”.
Given the political messages conveyed in the disputed content, the Coalition “Pod lupom” considered that Volja naroda Srpske – Dr Vlado Đajić violated the Election Law.
CIK requested an explanation from Volja naroda Srpske – Dr Vlado Đajić, and the political entity responded that there had been no call to voters to vote for the party, nor any reference to the election day in the context of seeking support, and that neither an election slogan nor a finalized election program had been presented.
CIK rejected the appeal. “The disputed statements of Vlado Đajić, in their description and content, indicate the promotion of the program of the political party to which he belongs, with the aim of informing the public and voters about the program of the mentioned political party”, CIK stated.
When imposing the financial sanction, CIK assessed as a mitigating circumstance the fact that in this election cycle Volja naroda Srpske – Dr Vlado Đajić had not previously been penalized for violating provisions of the Election Law.
