The Coalition for Free and Fair Elections “Pod lupom” filed a report against the Alliance of Independent Social Democrats – SNSD – Milorad Dodik for an early campaign.
On the Facebook page “Moje Lopare”, on August 30, 2026, texts and photographs were published regarding the visit and gathering of the president of the SNSD Municipal Board Lopare in several settlements in Lopare. Among other things, the post about the visit to Gornji Piper states: “We must be among people, talk to them, and hear their problems. That is why today we were with the residents of Piperi Gornji. We talked openly about the needs of this place, the problems that the residents face every day, but above all about how to solve them together. We do not make promises from offices – we talk with people, agree on priorities, and then work together. Only through joint work can we make concrete progress and create better living conditions in every place of ours. Among the people. With our people. For a better tomorrow!”
In this manner, i.e., by conveying such messages, a political entity or its supporter presents its own capabilities and seeks to win the trust of voters, particularly emphasizing that “problems will be solved jointly” and that they are “with their people, for a better tomorrow.”
The Election Law of BiH defines an early campaign as “any form of campaign activities undertaken by political entities in the period from the calling of elections until the official start of the election campaign.” Additionally, the Election Law defines an early campaign as “actions and procedures… during which a political entity, in a manner prescribed by law, acquaints voters and the public with its programs and candidates for the upcoming elections.”
The Central Election Commission determined that this constituted an early campaign. It imposed a fine of 9,000 KM on the political party SNSD, and a fine of 3,000 KM on candidate Đoko Vasić. When determining the amount of the fine, CIK took into account the fact that SNSD has already been fined 17 times for early campaigning, while candidate Đoko Vasić has not been fined at all during this electoral cycle.
